Quebec Bill 29 Disclaimers for the HVACR Industry

HRAI members operating or selling product into the province of Quebec should be aware of Quebec's Bill 29, which was passed in 2023, and which added new requirements to the province's Consumer Protection Act (CPA).

These changes, plus associated regulations, introduced a new requirement, in effect since October 2025, to inform consumers about specific aspects of product warranties. 

Under Québec’s CPA, merchants and manufacturers of goods that may require maintenance must disclose online whether they guarantee the availability of each of the following, in whole, in part, or not at all:

  • replacement parts;

  • repair services; and

  • information needed for maintenance or repair, including instructions and software.

The Regulation respecting the application of the Consumer Protection Act (P-40.1, r. 3) required this online disclosure as of October 5, 2025.

The exact requirements are listed in the Regulation, in Sections 79.18, 79.19, and 79.20, available on the Publications Quebec website, in French and English.
