Office of Energy Efficiency Migrates to Environment and Climate Change Canada
Effective July 30, 2026, the Office of Energy Efficiency (OEE) has transferred from Natural Resources Canada (NRCan) to Environment and Climate Change Canada (ECCC), where it has become part of the Energy, Markets, and Transportation Branch (EMTB), led by Assistant Deputy Minister Judy Meltzer. This transfer reflects the Government of Canada's ongoing efforts to strengthen Canada's climate and energy efficiency objectives.
The move is not expected to have any significant implications for the HVACR industry. A statement from OEE Director General Ben Copp, reports that
While OEE will now reside within ECCC, our core mandate, priorities, and commitment to stakeholders and partners remain unchanged. The same team members will continue in their current roles, ensuring continuity in the delivery of programs, initiatives, and partnerships. Together with our federal partners, we have been working diligently to ensure a seamless transition and to minimize any potential disruption.
Joining ECCC's Energy, Markets, and Transportation Branch presents new opportunities to deliver on OEE's longstanding mission of advancing energy efficiency and supporting Canada's climate objectives.
Copp added: “we recognize and appreciate the important contributions of industry stakeholders in helping OEE advance energy efficiency policies, regulations, and programs. Your engagement and expertise have been key to our shared successes.” Further, the OEE “values its longstanding relationship with HRAI and looks forward to continuing our work together following the transition.”
HRAI is currently engaged with OEE in discussions about forthcoming amendments to the Energy Efficiency Act and Regulations (“Amendment 19”) and on potential program approaches to meeting carbon reduction targets.
