NRCan Pre-Publishes Amendment 17

On April 2, 2022, Natural Resources Canada (NRCan) published proposed minimum energy efficiency standards and updated test procedure regulations for residential and light commercial central air conditioners and central heat pumps in Canada Gazette Part I, Amendment 17 to Canada’s Energy Efficiency Regulations.

Compliance is proposed for single- and three-phase split system and single package central heat pumps manufactured on or after January 1, 2023, but will come into force six-months after the publication of the final rule in Canada Gazette Part II.

For single-phase products, the Amendment proposes testing in accordance with US DOE Appendix M1 with some regulatory differences in the testing and calculation of heating seasonal performance factor (HSPF2). Specifically, NRCan proposes to require:

  • Mandatory testing and reporting of the optional -15°C (5°F) test point.
  • Calculation and compliance of HSPF2 metric based on Climate Region V test data bins rather than testing to Region IV and reporting to Region V based on a simple translation factor.

 For three-phase products, NRCan has proposed new energy efficiency levels using the currently applicable test procedure, CSA C656-14 (and Appendix M for standby/off-mode power).

As members may be aware, on March 10 and June 7, 2021, HRAI-AHRI submitted joint comments to NRCan in which members strongly recommended complete regulatory harmonization and advised NRCan to revise its position on its proposed adjustments to aligning with US DOE Appendix M1. 

Amendment 17 also proposes updates for residential and commercial water heaters and walk in coolers and freezers (WICF). For WICF, the proposed changes include definitions and R value clarifications to align with DOE.

Members can submit comments until June 11, 2022 to the Department of Natural Resources.
