HRAI Meets with Senate Committee to Comment on Canadian Energy Efficiency Act Amendments in Bill S-4

On Thursday, April 16, 2026, HRAI appeared before the Canadian Senate’s Standing Committee on Energy, the Environment and Natural Resources as part of the Committee’s review of Bill S-4, An Act to amend the Energy Efficiency Act.

The Energy Efficiency Act and its regulations set requirements for energy-using products, such as HVACR components and systems, that are manufactured in or imported into Canada.

HRAI’s Director of Regulatory Affairs, Perry Chao, share the HVACR industry’s support for updating of the Act, which has not undergone a comprehensive update in many years. The Committee was alerted to areas where the proposed amendments could be revised to avoid bringing Canada’s regulations out of sync with major trading partners. 

Key changes in the Bill include:

  • Expanded regulatory scope (beyond “energy-using” products): including those that affect or control energy consumption (e.g., controls, components, or systems)

  • New authority to regulate “energy-related products” and system impacts, for overall system efficiency, not just standalone equipmentfuture rules could be established for integrated refrigeration systems, controls, or performance metrics 

  • Enhanced information/reporting and verification requirements, for data, testing, and compliance verification, including requirements tied to performance, efficiency, or broader environmental attributes

  • Stronger enforcement and compliance tools: increased penalties, inspection powers, and enforcement mechanisms
