HRAI’s goal is not to deter new entrants into the HVAC business, but rather to ensure that all participants in the market compete on a level playing field.  In the case of Enbridge Sustain, the company’s connection to a regulated utility with a monopoly in one segment of the energy market raises legitimate questions about whether it enjoys unique advantages over its competitors (supported by captive ratepayers) that flow from this special connection
