B.C. Tops Efficiency Canada’s 2024 Canadian Energy Efficiency Scorecard

British Columbia remains the clear leader in Efficiency Canada’s 2024 Energy Efficiency Scorecard, with Prince Edward Island moving up from fourth to tie Québec for second place in the annual review.  New Brunswick moved up three spots to finish fourth, while Nova Scotia, previously in second, moved to fifth place. Ontario, Manitoba, and Yukon once again ranked in the middle of the pack. Saskatchewan moved from last to ninth place. Alberta dropped to last place, with points decreasing in most categories. Newfoundland retained its tenth-place ranking. 

The Energy Efficiency Scorecard rates provincial and territorial governments across 45 different metrics, including policies and programs for buildings, transportation and industry in this case during the 18-month window between January 2023 and June 2024.  The Scorecard is meant to “inform and inspire leadership among policymakers and energy efficiency professionals” and is issued alongside an online Policy Database that includes more detailed qualitative descriptions of the various policy contexts across Canada.

CleanBC’s Roadmap to 2030 plan, its high-performance building codes and transportation electrification plans were all factors contributing to B.C.’s top position. The Atlantic region provinces scored well due to their commitments toward having “net zero energy ready” building codes in place by specific dates.  Alberta dropped two spots (since the 2022 report) to last place, principally because of the province’s policy of not allow utilities to engage in demand-side management (DSM) activities – one of the few North American jurisdictions in this category. 

The table below shows scores for each province by policy area. The second column depicts ranking changes between 2022 and 2024. Due to adjustments made to topics and metrics, changes in specific policy areas and overall scores may not be directly comparable with previous scores.
